This commemorative silver half dollar honors James Madison and the Bill of Rights. Designed by T. James Ferrell, its obverse depicts Madison writing with quill pen and paper and the inscriptions JAMES MADISON and FATHER OF THE BILL OF RIGHTS. Madison's home, Montpelier, appears in the background. The reverse by Dean McMullen shows the Torch of Freedom between THE BILL OF RIGHTS and OUR BASIC FREEDOMS.
